This was moments after the intial quake, in Makuhari, near Tokyo. Not significant damage, but video of ground fissures moving and water spouting up from the ground. Makuhari is on created land -- out of Tokyo Bay -- so this is unusual behavior to see the water come up through the ground.

This is known as liquefaction. Reclaimed land often liquefies during strong earthquakes; there were problems in the San Francisco earthquakes from this. This guy is very lucky that it didn't continue to the point where he was sinking in the liquefied land -- he wouldn't have gotten out alive. Great video, but not worth someone's life to get it! He should have run like crazy when he saw the water coming up...
